Volgograd will deliver 10 tons of humanitarian aid to Sevastopol, said Dmitry Semenenko, Head of the business and consumer market department of the Volgograd administration, ITAR-TASS reports.The shipment contains construction and industrial equipment and food.Volgograd and Sevastopol became twin-cities in 2013.Volgograd Head Irina Guseva signed a declaration for twin-cities, leaders of international organizations and associations yesterday. She said that Ukraine must decide its fate democratically.

Sergey Naryshkin, Speaker of the Lower House of the Russian Parliament, told Vladimir Konstantinov, Chairman of the Supreme Council of Crimea, that Russia will back “the free and democratic choice of the Crimean population and Sevastopol population,” ITAR-TASS reports.

Sevastopol City Council has proclaimed itself a subject of Russia and encouraged Crimea to hold a referendum on March 16, 2014, to merge with Russia.

US President Barack Obama told his Russian counterpart Vladimir Putin solution to the crisis in Ukraine in a telephone conversation, RIA Novosti reports.Obama noted that the situation could be resolved diplomatically, with respect of Russian, Ukrainian and international interests. The US president proposed direct talks with the international society, dispatch of international observers to protect all Ukrainians, ethnic Russians, so that Russian troops could return to their bases and Ukraine could hold the polls in May.

Georgian Prime Minister Irakly Garibashvili has advised Ukraine to ignore Mikheil Saakashvili, ITAR-TASS reports.He reminded that Saakashvili could not prevent the 2008 Russian-Georgian war. Garibashvili recommended the Ukrainian government to study Saakashvili’s biography and his radical approaches.Saakashvili left Georgia in mid-November 2013, a few days before expiration of his presidency. He has been to Europe, then US. He expressed support for Kiev protesters in early December and backed up the new government of Ukraine a few days ago.

Russian Prime Minister Dmitry Medvedev has introduced the bill on ratification of the Russian-Kazakh agreement on cooperation in space research and exploitation, ITAR-TASS reports.The document sets principles, norms and conditions for development of bilateral relations in space research, distribution and protection of intellectual property, responsibility, export of control, protection of property and technologies, customs labeling of products and other fields.
