“One of the reasons is that the settlements are destroyed by 70%, so the residents are not returning. Of course, everything could have been rebuilt, but first of all, the security issue was not resolved.“ There are also Armenian servicemen. Before that, they were in At present, they are in the mountains on the outskirts of Khtsaberd (Chailaggale - az), ”Savadyan said, adding that he personally had not been to these villages recently, but wants to go there hoping to find out something.

However, in order to "find out something" Vahan Savadyan does not have to go to Azerbaijani villages. Suffice it to recall that Hadrut was liberated by the Armed Forces of Azerbaijan, and a representative of the occupation forces can hardly call himself the mayor of the liberated Azerbaijani city.

The Azerbaijani side created conditions for the withdrawal of the Armenian armed formations, however, "lost" or "missing" armed people remained in Kehne Taglar and Chailaggal, who, a month after Russia, Azerbaijan and Armenia signed a peace statement, attacked soldiers of the Azerbaijani army and civilians. as a result of which there were killed and wounded. The Azerbaijani military contacted the Russian peacekeepers and conducted an operation to clear these territories from terrorists.

As for the security issue of civilians of Armenian blood, Baku has repeatedly stated that all residents of Nagorno-Karabakh will continue to live there peacefully and with dignity. "Armenians are our citizens. Thousands of Armenians live in various places in Azerbaijan, mainly in Baku. Armenians living in Nagorno-Karabakh can be sure that their safety will be ensured, their financial situation will improve, they will live better, so how today they are under pressure from the regime of the junta in Nagorno-Karabakh, "said Azerbaijani President Ilham Aliyev, when the hostilities were still going on.

Most likely, the Armenian military, entrenched in the villages of Kehne Taglar and Chailaggala, tried to fulfill one of the points of the peace statement, which involves the construction of a new road to the liberated Shusha. If the idea of ​​the supporters of the occupation was realized, Shusha would turn out to be an Azerbaijani enclave. It is appropriate to remind here that the Azerbaijani Armed Forces had already entered Khankendi, and, having liberated the city, could go further - to Askeran. In this case, through Aghdam, the population of Azerbaijan could move to Khankendi and Shusha. However, the Azerbaijani authorities agreed to a peace agreement, gave time for the return of the Karabakh Armenians to Khankendi and other territories, with the participation of Russian peacekeepers, created conditions for security and the establishment of trust on the lands where both Armenians and Azerbaijanis could live peacefully.
