Minsk agreements to be executed only after change of Ukrainian political elite

The faction ‘Bloc of Petro Poroshenko' at a meeting with the President of Ukraine made an ultimatum to Prime Minister Arseniy Yatsenyuk, threatening to leave the coalition if he does not voluntarily resign as early as this week, according to 112.ua. Petro Poroshenko called the need to maintain US financial and military support one of the arguments in favor of Yatsenyuk's resignation. "The president said, please give me the opportunity to get three billion’’,  the deputies present at the meeting of the faction said. It is about a 1 billion loan guarantee from the US, and a 1 billion loan from the IMF and a program of the military assistance worth up to 1 billion.

However, a political scientist Denis Denisov believes that the visit to Washington of Poroshenko starting tomorrow pursues not only the economic, but also the political goals: "It is clear that only with a complete change of the current political elite in Ukraine can we expect that the people who came for change will really implement the Minsk agreements.

Now neither the president, nor the vast majority of politicians in Ukraine who are responsible for the decision, want to fulfill the Minsk agreements. Many said that they cannot perform it due to the fact that the opposition is great, there are a lot of politicians and MPs who strongly oppose the adoption of the amendments to the Constitution, the laws on amnesty and elections. But on the other hand, we can see that when the current political elite of Ukraine need to achieve this or that decision, it achieves this."

Denisov predicts that "Poroshenko again will make promises to the American partners about the stability of the new government or the general agreement on its new format and the new coalition. But if Kiev tries once again to begin the implementation of the Minsk agreement in a one-sided format, based on its objectives, based on its vision of the process, it would be accepted by neither Moscow, nor by the European partners."

The expert justifies his words by the collision around the constitutional reform, "Kiev, without consulting with the representatives of the LNR and DNR,  voted for the constitutional reform in the first reading. How did the European partners react? Silently. There is a great fear that the Europeans and Americans will simply close their eyes once again.’’
