Forceful settlement of the ISIS problem will aggravate conflict

American media report about the execution of Sergey Gorbunov, a Russian engineer, by militants of Islamic State. Yuri Shishayev, the acting director of the UN Information Center in Moscow, assures that the UN does not consider ISIS a side of conflict and a legitimate actor in international relations. “In the UN view, ISIS is a terrorist organization, and it does not comply with the provisions of international legal documents passed under the auspices of the UN, according to which terrorism is one of the most serious threats to international peace and security, and activities of terrorist organizations cannot be justified by any reasoning,” says Shishayev.

In his words, ISIS faces the same provisions about unacceptability of international terrorism: “In particular, all assets of ISIS leaders should be frozen, weapons shipments are not permitted. Activities associated with searches for finances for terrorist activities are forbidden and so on. Plus, documents of the Security Council and other UN organs urge member-states to cooperate in searching and penalizing people involved in activities of the organization.

The acting director of the UN Information Center in Moscow emphasizes that the provisions of the resolutions passed by the Security Council in October urge countries to cooperate to prevent ISIS from acquiring modern information and communication technologies that would help it promote its ideology, organize collection of funds, mobilization of staff and so on.

By the way, yesterday the U.S. urged the partners of the anti-ISIS coalition to fight it more intensively on the Internet. According to a speech at a conference in Kuwait by John Allen, the U.S. representative in the coalition, ISIS will not be destroyed as long as it remains attractive to young people.
