Maria Zakharova to Vestnik Kavkaza: everyone who fled from Karabakh should be able to return to native lands

Internally displaced persons and refugees have the right to return to their native lands, and it's an integral and indispensable part of a peaceful settlement of the Nagorno-Karabakh conflict, Russian Foreign Ministry spokeswoman Maria Zakharova said today, answering question of Vestnik Kavkaza.

“Statements of the representatives of co-chairing countries of the OSCE Minsk Group repeatedly made it clear that the plan for peaceful settlement of the Nagorno-Karabakh conflict envisages the right of all internally displaced persons and refugees to return to their place of former residence,” she said.

Maria Zakharova also emphasized that Russia doesn't consider Nagorno-Karabakh one of the parties to the peace talks. "As for the negotiation format, this is a question for the parties, who should determine and agree on composition of participants. Negotiation process is still ongoing at the level of leadership of Azerbaijan and Armenia," official representative of the Russian Foreign Ministry noted.

"If any agreements between the two states will be reached, we, for our part, will support these agreements - but only if these agreements will be reached between Azerbaijan and Armenia," she concluded.
