Putin explains why Russia constitutionamendments are needed
Russia has drastically changed, so the Russian constitution needs amendments, President Vladimir Putin said at a meeting with the heads of the State Duma's political groups.
"Many of you said in various situations that this basic law was adopted under special circumstances," he recalled. "I also mentioned in an address that this is a correct point of view," the head of state noted.
"Now the situation in the country has drastically changed," Sputnik cited Putin as saying.
"In fact, we are living in another country. And, of course, the amendments are needed," the president stressed.
